Re: Voting Systems
- Copies
of all documents related to the purchase of voting systems from Diebold and ES&S (including voter-registration
systems such as DIMS, DRE e-voting systems and Opti-scan
systems).
- RFP’s
with systems specifications
- Proposals/quotes,
including features and functionality of proposed systems
- Contract
negotiation/bidding documents – including cost estimates and delivery
implications for modifying DRE’s to be
VVPAT-compliant.
- Internal
cost/benefit analysis and system-recommendation documents -- e.g., the report(s) discussed in the Feb 8th, 2005 board meeting in
which the various voting systems were described. (The
report described the initial and ongoing operating costs and specified
“Pro’s” and “Con’s” of the voting-system candidates.) and any other voting-system cost/benefit-related
information that might have been given to Plain Dealer reporter Mark Naymik on or before February 8th, 2005.
- Contracts
with Diebold and ES&S
- Minutes
of Board meetings in which the purchase of electronic voting systems was
discussed.
- Copies
of all problem logs for the DIMS voter-registration system: documents
describing malfunctions, problems, bugs and other irregularities of the
DIMS system. Documents indicating
the resolution/solution, if appropriate, of the problems.
- Copies
of training documents used by Diebold to train
Board staff and temporary personnel in the use of DIMS. Documents indicating when, where
training sessions were held, and for how long. Documents describing who was trained in
what sessions.
- Copies
of accounting and financial transactions between Diebold
and Cuyahoga Board of Elections.
What goods and services the transactions were for? When was the
good/service rendered? When was the
payment made? For how much?
- Copies
of all correspondence between Cuyahoga Board of Elections and the
Secretary of State re: selection and acquisition of voting systems,
including, but not limited to the Directive “2005-01” requiring counties
choose between two Opti-Scan voting systems.
- Copies
of all correspondence between Cuyahoga Board of Elections and the Attorney
General re: selection and acquisition of voting systems.
- Documents describing the injunction in which Cuyahoga
Board of Elections has filed that opposes the Secretary of State’s
directive 2005-01 requiring Optical Scan voting machine purchase.
