Data Requirements needed for Ohio Election 2004 Audit

 

Records for be obtained from Cuyahoga County Board of Elections

 

 

 

For each file, the underlined fields are key fields (i.e. unique for each record).

 

 Electronic files (as opposed to hardcopy reports) should be in spreadsheet form or comma-delimited text form!!

Voter Registration Data (“election-day snapshot”) with additional data fields

 

1. Voter Registration Extract File

  • Last Name
  • First Name
  • (other fields that uniquely identify voters that can be used for “joining” new data to old data- e.g. address, date of birth, etc.)
  • Date that the voter was purged (cancelled) from the DIMS system (this was requested on 11/17/04)
  • Cancellation reason

 

Tabulation Information

 

2. Copy of the “Rotation Report” (Printed from computer in computer room on December 17th, 2004, NOT the “Pages Ap”)

 

  • Precinct ID
  • Ballot rotation for presidential race (e.g. 1-1, 1-2, 1-3, 1-4, 1-5)

 

3. Demonstration of election configuration/setup (Kathy said she would do a demo as she sets up the February election) and answers to the following questions.

 

  • Type of hardware (Vendor, Model and Year)
  • Name of software operating system and applications (Vendor, Version and Year)
  • Last date when software updates were loaded onto the central tabulator.
  • How do the different ballot rotations get set up? Demonstrate the process.
  • How do the precincts get assigned a rotation? Demonstrate the process.
  • Print a Rotation Report at the time of the demonstration.
  • Describe other “election-configuration reports” and print the reports that we request
  • Answer “Logger Report” questions: election-night and the recount reports.

6. New Voting Equipment Utilization File  (Earlier file had numbers which did not agree with observed numbers of  voting machines nor the “number of assemblies” in the Pages Ap report.)

  • Number of Voting Booths Allocated To Precinct for Election 2004
  • Number of Voting Booths Assembled and Operational (i.e. “working”) at Beginning of Election Day
  • Number of Voting Booths Assembled and Operational (i.e. “working”) at End of Election Day

 

7. New Special Inspector File  (Earlier file did not accurately reflect the special inspectors who worked on election day and did not include party affiliation for all inspectors.  Need to know all of the inspectors at the polling places—in some polling places, there were multiple special inspectors.  Parma Heights Service Garage, for example, had four “badged” special inspectors.
