Diebold Representative, Mark Radke, admits that memory cards in Diebold Optical Scan systems used in Leon County, Fla contained a "report-template" program that was tampered with by Black Box Voting activists. He acknowledges that tampering with the report template could, for example, reverse votes among candidates.
